Your letter of the 11th Ulto was presented me a few days since by Mr Molrock in respect to your Enquiry whether you were to be considered as an Agent under the act of the 27 of May 1708 & whether the allowances made you by the State of Connecticut will be admitted to the Credits of this State — I answer that I am of opinion the said Allowances paid by the State there as this Act extended to not confined to Regimental Agents only but extends to those persons appointed to distribute the Certificates that you may be considered as an Agent & that of State may be justified in granting you a Compensation for your Services and sending one of those which fees is allowed by the Act of Congress of the 6 Septemt 1706 to Agents and appertaining to any particular States. I presume the sums allowed by the State of Connecticut to this Agent will be admitted to their Credits in like manner as other States but as it is a matter which comes before the General Board of Commissioners it would be very improper for me to decide before the Certificates are received —
