Sir
I am favoured with your letter of the 4 instant giving me the information, that the President of the United States in pursuance of an Act of Congress for raising & adding another regiment to the Military establishment of the United States &c; hath directed one hundred & fifty two Troops to be recruited in the State of Connecticut, & as soon as the Spring shall be recruited they are to be marched to Fort Pitt
