War Department the 14^th March 1795 Sir, I have the honor to transmit for the Satisfaction of your Excellency the Copy of a letter which in Obedience to the orders of the President of the United States, I made to the Lieutenants of the frontier Counties on the 10^th instant. The immediate Occasion of this letter was the information of some recent depredations in the County of Washington State of Pennsylvania and of some doubt of the continuance of the Authority vested in the County Lieutenants of the frontiers during the last year to call out certain number of rangers at the expense of the United States for the defence of the exposed Counties. The Letter of which the inclosed is a Copy transmitted by express to the Lieutenants of the Counties of Ohio, Monongahalia — Kenhawa Harrison and Randolph and the Honorable John Brown in conjunction with Brigadiers Charles Scott, Henry Innes, Benjamin Logan and Isaac Shelby or any three of them were invested with Similar Authority for the district of Kentucky. Mr Brown set out from this City on the 9^th instant. Your Excellency will please to Observe that in the letter of the 10^th instant, the restraints of which complaints were made on a former Occasion, are removed and only such rules required as would be necessary to prove the services leaving to the Judgement of the County Lieutenants the number to be called into Service.
