I have the honor to inform your excellency, that the President of the United States in pursuance of an act entitled, "an act for regulating the military establishment of the United States, passed the thirteenth day of June 1790, has directed a number of recruits to be enlisted in the State of Newyork, in order to complete the first regiment of Infantry; And that as soon as the same shall be raised they are to be marched to Fort Pitt.
