The Substance of Col Rawlings'
memorial, appears founded on his Services previous
to his Captivity and a disappointment in not being
able to raise the regiment to which he was appointed
after his return from Captivity — in consequence of this
disappointment and fearing to make a disturbance
in the Maryland line [strikethrough: weies] he to claim his thanks
he resigned his Commission in June 1779 —
Under the act of Congress of the
16th Sepr 1776 the [undecipherable] of the State of Maryland [were]
to be eight Battalions seven of which were only raised
and officers for the 8th — and on the 26th [undecipherable] 1778

the same number was qouted on the State including
the German Battalion — these Regements appear
to have continued on the establishment untill the
1 Jany 1781
The State of Maryland having
made good the deficiency [undecipherable] in [undecipherable] [undecipherable] pay
(see Valentine [undecipherable] of the 10 April 1790.) — to the time of his resignation, I am of opinion that
he has not in [underline: equity] any further claim on the
United States — for by this grant on the part of
the State the original contract has been
complied with so far as Certificates may be
considered as specie —
