It is out of my power to render you any service, respecting the surrender you made to the Pay Master General, of the whole of your commutation as lieutenant colonel, instead of that as Major, when you was placed on the pension list of the United States. A bill was reported to the Congrefs, the last sefsion for the relief of several persons who similarly circumsianced with yourself.
