Sir,
Providence Janry 24th 1791
Your Letter of the 4th Inst on the subject of advances made by this State to the Widows and Orphans of the Officers who Died in the Service of the United States, on account of the Seven years half pay, has been Received; and as it remains doubtfull some how, from the manner of expression in your Letter, whether you have Received a Return of said Deceased Officers made by the Committee appointed by the Legislature for finally Liquidating and Settling the Invalid Accounts, and which was supposed to have been by them transmitted with the Invalid Return on the 8th Day of April 1790, I now inclose a Copy of it, by which it will appear that the whole Sum advanced by this State to the said Widows and Orphans amounts to £3334..3..4, for which Sum the General Treasurer of the State has Issued his Notes on Interest Except £ 314..9..9 being paid in Specie for Interest due Anne Greene & Mary Johnson. it will be proper to Remark that Some of these Notes have been wholly, and others partially paid off in the paper Currency of this State by acts of the Legislature — and as there has not been any act of Government [strikethrough: authorising] the [strikethrough: Said] Legislature of [strikethrough: the state] the [strikethrough: aforesaid] [strikethrough: amounts] [strikethrough: allowance] made by the [strikethrough: Legi] [strikethrough: sta] for ascertaining the amount, I do not feel myself at Liberty to appoint a Committee for this purpose — But you may be assured, I will make a point of Laying the Matter early before the Legislature at their Session to be holden on the Day of [undecipherable] next, when I have no doubt they will appoint a Committee to [strikethrough: liquidate] the [strikethrough: Return] of the [strikethrough: advances] [strikethrough: made] [strikethrough: by the authority of] [strikethrough: arrangem] made, & the [undecipherable: Needfull] Copy of [undecipherable: Returns], which I hope will come to be transmitted with all [undecipherable: manner] Possible Expedition & I hope it may yet be in time to be included in your Estimate for the Seven years half pay —
