Agreeably to your request this day I beg to inform you that I have not from a multiplicity of business been able to state the issue of Mr. Smith. I will endeavor to have it done tomorrow [undecipherable} but from I apprehend Mr. Smith expects depreciation in his pay. This cannot be done in my opinion without the interference of Congress.
