[Dubroy] Boston Dec 26. 1790
[(1547)]
my dear Harry
I am exceedingly disappoint
in not receiving a letter from you by the
post last Evn'g — the more So, because your
last was dated the 2 Inst — which is [underline: 24 days]
ago — I cannot account for this, but
flatter myself that Sickness is not the
cause — as in that case, I Should certainly
have heard of it from Some other quarter —
it may be that your time is taken up
with respect to the western expedition —
if accounts are true respecting Genl
Harmer, — that has been a very Serious
business, and it may probably open a
Scene, that will take time, with Men
and Money to close again — if So —
[undecipherable] are not the Men to effect
that business — a different class of Men
must compose your Troops — I Should like
to be in the field with Rank on the line —
I wish you to inform me respecting this
affair, its possible it may be without the
least foundation — the report is that Genl
Harmer has lost 3 or 400 of his best men killed,
& wounded, and the expedition has a very
unpleasing aspect —
I observe by the Presidents Speech
he calls the attention of Congress to the
establishment of the Militia, and I See by
the Journals of the House, they have chosen
a Committee on that Subject — and altho
they do not fully approve of your plan, yet
I am Sure, you must & will have great
influence on the arrangement of this
business, and no plan will be adopted
untill it has your approbation —
I Should like to be ADG or DMG of the
Militia provided there was a decent pay
annexed to it — what think you of
dividing the Militia of the Continent into
four Grand Divisions, and appointing ADG
to each who's duty Shall be to Inspect his
Division & make the necessary returns, to
have the Rank of Brigt General & 1,500 or
1,000 dollars a year — and to each State a
DAG to be appointed with the Rank of Lt Col
with 500 dollars or less a year — these Officers
to be appointed by the President of the United
States — the ADGs of Divisions to be answer
able to you, and make their returns into
your Office, and you to digest them into
one General Return — for this Service you
to have an addition of 1,000 Dollars per
annum — I need not tell you that
ADG to a Division under these circumstances
would be very acceptable & agreeable to me —
and
and unless Some Fund of money to this place
Shall begin to despair ever being brought
into view — untill perhaps the Secretary
of the Treasury may find it necessary to
make out arrangements as it respects the
Revenue, that Something may turn up from
that quarter, in that case, I am Sure you
will not be unmindful of me —
General [underline: Ward] is chosen Federal
Representative by the County of Worcester —
[undecipherable] Shearjashub Bourne [undecipherable] the
choice for Bristol & the Eastern District
three votes more would have chosen Mr
[undecipherable] — its pretty certain he will have
the next trial — but Leonard for
Bristol will not be elected — our friend
[underline: Cobb] would have been chosen for that District,
but Col. Leonard acted very unfairly as it
respect him — we have had more Snow and
[undecipherable] this than we had all last Winter —
[undecipherable] Family & Mrs Bond — your affectionate
H. Jackson
