[Letter from Sec^y at War rec^d filed Sept. 21^st 92. Sept 6^th 1790 Relating to Packet for Governor Blount of North Carolina] War department, Sept^r 6th 1790. Sir, I have the honor to address to your Excellency's protection, a packet for William Blount Esquire, Governor of the territory of the United States, ceded by North Carolina. He is on the frontiers of North Carolina, at Washington Court house, between the forks of French Broad and Holstein rivers, which form the Tennessee. This packet contains important matter for the Governor to receive immediately. If your Excellency should have an immediate and safe opportunity to Colonel Arthur Campbell, I believe it might be confided to him, with a request to forward it to Governor Blount by express. If no such opportunity should offer, I pray your Excellency to have the goodness to forward it by a special express, whose account shall be paid by me, on information of the amount, by an order on Colonel Heth. I feel an extreme diffidence in troubling your Excellency, in this instance, but being urged by the importance of the packet, and impressed with your kindness on former occasions, I have again ventured to trespass on your goodness. I also take the liberty of transmitting to your Excellency, some proclamations of the President of the United States, respecting the observance of certain treaties, and a law passed the last Session relative to indian Affairs.
