"If your Excellency should be of opinion, from the peculiar extent of Russell County, that its situation would require an additional protection to that men-tioned in the enclosure of my letter of the 19th instant; In that case, the President of the United States consents, to your giving direction to one lieutenant, one ensign, two serjeants, two corporals, and twenty five privates, under the regulations as have been prescribed for the rangers of the other counties"
