Sir
I have the honor to acknowledge the receipt of yours of the 31 may & 6th instant — agreeable to your request I now enclose a warrant to cover the payment of 164 dollars paid by you for the first moiety to his Invalid Pensioners whose names were inserted in the first return, but omitted in the Second, and also a duplicate warrant for the payment of the Second moiety to the amount of 3489 dollars and fifty cents; which does not includ the above mentioned his pensioners, the returns of the State being the only ground on which a warrant from this office can be issued.
I am exceedingly anxious that the business of the Invalids may be conducted with all possible accuracy, and shall therefore be happy in receiving the exact return to which Mr Lucas is now preparing Supposing this will bring the business in a train of regularity.
Notwithstanding my opinion in the case of Mr Brist I do not wish to deviate from the system already established a complete adherence thereto is necessary. I had only in view that by producing the certified Vouchers, it may save the trouble of petitioning the Congress of the United States.
