I have the honor to acknowledge the receipt of your favor of the 29.th ultimo recommending Mr Jacob Bough — I should be happy in promoting the views of a person so recommended, but as there will not be any Officers appointed [undecipherable] of Maryland I am precluded [undecipherable] un [undecipherable] agrees to Mr Bough's [undecipherable] to an appointment in the few troops about to be raised.
