The Commissioner of Army Accounts upon the Petition of Jacobus Wynkoop referred to him by the Secretary at War respectfully Reports
That it appears from a certificate accompanying the Petition that the Petitioner was appointed by Major Genl Schuyler on the 7 May 1778 a Commodore of the Navy on Lake Champlain and evidence is produc'd of his acceptances and continuance in that [strikethrough: capacity] rank for some years – That the State of New York agreeably to the recommendation of Congress of the 19 April 1782 settled the accounts of the Petitioner for depreciation on his pay and granted him the balance due thereon which amounted to 665.12.5 – this was probably calculated to the time his actual Services ceas'd and must in the opinion of the Commissioner be considered as a termination of
all his legal claims [strikethrough: on that account upon the] of commutation on the United States – For no promise has been made [strikethrough: to off] by the Government of the United States to Officers of the Navy and in the opinion of the Commissioner [strikethrough: the claimant] he cannot be considered in any other capacity than as an officer in the Department of [undecipherable]
