the last week, I concluded you were in [Philadelphia on]
Philadelphia on the business of the [Concern —]
Concern — I forwarded your appointment [from]
from this State which hope you receiv[ed]
in person, poverty alone prevented [our]
our sending on two gentlemen to your [?]
one in the delegation — let me know
whether you had a full representat[ion]

the Meeting at the Green Dragon was [conducted]
conducted, that a Committee was [appointed]
appointed to draft a Memorial to [Congress —]

Concern meeting in July — The Committee have accordingly attended that business and agreed to the enclosed Memorial, as it is supposed that Congress will adjourn before July, it is the intention of the Committee to call the Officers together the latter end of this month, so as to present it early in June —
as it is the wish of some of us to know your sentiments on the subject, I have procured a Copy of the Memorial for your perusal and examination (of this you must be as secret as death) If you dislike any part of it, or wish any alteration
or amendment, I pray you to suggest them to me, — or any facts or sentiments you think would give weight to the memorial I wish you to mention them. — If you have time I should like you to draft one and send me. if you forward it by next Sundays post I shall receive it in person — The Officers in general are anxious and dissatisfied, there is no way to pacify them but the Memorial proposed — you will observe there is not one word or intimation of a discrimination, or any thing that in the least looks like it — that is pointedly & intentionally avoided — it is our intention that General Lincoln shall
