I take the liberty to request your opinion whether [undecipherable] of regimental surgeons who died in service, are entitled to receive from the States seven years half pay: — And in case you should judge that they are entitled to said allowance, whether the stipend is not to be proportioned to the pay of a Captain agreeably to the Act of Congress of the 17th of January 1781: —
