I had the honor of receiving your letter of yesterday respecting the accounts of Colo John Ely and as I supposed a review of the several settlements which have been made with him, would probably shed the best light upon the subject [strikethrough: and] I have transcribed and now do myself the honor to inclose you copies of each —
No. 1 is the resolution of the Legislative Assembly of the State of Connecticut directing a settlement of his accounts for pay &ca and including a variety of contingent expences while a prisoner with the enemy —
No 2 — is the copy of his account as settled by the State, upon the principles of said resolution —
No 3 — Is his account as presented to the late Commissr of Army Accounts and his deductions therefrom — with his allowances —

Upon these charges it may not be impertinent to remark — That Colo Ely was taken prisoner on the 10th Decr 77 and exchanged on the 3d Septr 81 making a period of 44 mo: 24 days for his Captivity — of this time he was on parole 21 mo: 2 days — which makes a time of 23 mo: 22 days of actual imprisonment — for his attendance as a Physician upon Sick Prisoners his charges in his account a sum of $130 dollars little more than 30 Dollars Pr Month — This was rejected by the Commissioner of Army Accounts under the resolution of Congress 18th Septr 76. which declares "that no officer in the Contl. Army be allowed to hold "more than one Commission, or to receive pay "but in one capacity at the same time". It may not be improper to add that the whole of the allowance made by the State of Connecticut to Colo Ely have been admitted to his credit in my office excepting the [strikethrough: Sum of ——] the grant for open light &ca his advances to needy [undecipherable] the expences on a Journey to New Jersey — making an aggregate of 28.19.
