Sir West Point April 26 1790— I received your Letter by M^r Ketchum respecting Ser^t Mathews hay — as all his business is of a public Nature I never thought it necessary to enter it in the probate office but always supposed that it would be required in your office as a voucher — I have transmitted it by the Bearer for your perusal, by which you will se that I am his Lawfull executor— But if you still think that it should be entred in that office I will as far as I can have it done — I have given M^r [undecipherable: Mch] Dunlap an Order to receive the first for settlement of his pay— if you should for your self leave in paying it upon the present voucher ————— I am Sir your most Ob^t Humble Ser^t William Price Joseph Howell Esq^r Pay Master Gen^l
