Sir,
By recurring to the resolution of Congress of the 27th May 1785 you will observe that the claim of Mr Judd is properly cognizable by the State of Connecticut but if that State should refuse a compensation for his services he has then an equitable right to demand it of the United States — as there is no express contract on the part of the Public with the Agents but the reward intended them supposed to be proportionate to their service it may be proper to observe that the Certificates recd by Mr Judd were all in large Sums and consequently [strikethrough: considerably] [strikethrough: all] the [undecipherable: issue] attended with considerably less trouble than was
