War-Office, April 15^th 1790. Sir I have the honor to acknowledge the receipt of your Excellency's favors of the 10th, 17th and 26th of March last. The report of M^r Langham respecting the situation of the powder of the United States at New London has determined me to draw both powder and lead from the arsenal at West Point on Hudson's river and transport them to Richmond to the orders of your Excellency— This business shall be performed as soon as a convenient opportunity offers for the purpose. The information of M^r Langham with respect to the state of the other public stores is thankfully acknowledged— Although it is apprehended that efficient measures for the reparation of the arms and the other stores at New London, and a proper disposition of the same must be deferred for the present— The important business in which the Congress are deeply engaged will probably prevent their taking up any new object during their present Session.— The arrangements of the arsenals and magazines will therefore most probably be deferred until the next Session. The payment of the invalids, whose pensions had been increased by your Excellency during the year 1789 will be conformed to, having issued my warrant for that purpose.— The arrearages mentioned by your Excellency, as due to the invalids previously to the 4th of March last, will most probably be provided for by Congress during their present Session, at least their opinion of the manner in which the said arrears are to be paid will be taken. The claim of John Skurry has been put into a train of an investigation, with the other claims transmitted by your Excellency on the 31^st of December last past. The said claims have passed one, and are undergoing a second examination, and the result shall be transmitted to your Excellency— Such of them as will be a subject of petition to Congress will be submitted accordingly, and those which may peculiarly belong to the State will be returned.
