I have the honor to acknowledge the receipt of your Excellency's favors of the 15th, 17th and 26th of March last.
The report of Mr Langham respecting the situation of the powder of the United States at New Lon- don has determined me to draw both powder and lead from the arsenal at West Point on Hudson's river and transport them to Richmond to the orders of your Excel- lency— This business shall be performed as soon as a convenient opportunity offers for the purpose.
