My instructions to the governor of the west ern territory, or in case of his absence, to you, dated on the third of March last, having been transmitted by Colonel Sewal lieutenant of Harrison county, who was much interested in the object of the instructions, I hope you have received.
As the applications from the frontier counties continue, together with information of indian depredations, the President of the United States has been induced this day to direct me to transmit a copy of the aforesaid instructions to Harry Innes Esqr District Judge of Kentucky for the purpose of vesting him with the same powers — This measure has been taken on an apprehension that the distance of some of the said counties may have prevented their availing themselves of the provisions contained in the said instructions.
Letters also to the same purport have been written to the counties in Virginia lying high up the Ohio, to wit, Harrison, Randolph, Ohio, Monongahalia and Kenhawa, and also Washington county in Pennsylvania.
The accounts &c, are to be certified and transmitted to you, in order for your paymaster to obtain the money and make the payments agreeably to the manner pointed out in your aforesaid instructions.
This information is given you in order to prevent the supposition arising in your mind, that the respective lieutenants were acting without authority, also to prevent any difficulties respecting the vouchers.
