Sir,
In conformity of my letter which I had the honor to address you on the 7th Instant I now enclose you an exact return of the Invalid Pensioners residing in the State of Massachusetts with my warrant for the payment thereof, and this day I shall inform the Secretary of the Treasury of the difference and request him to provide therefor.
You will be pleased to observe that this return is made conformable to the last return dated the 27th march 1790 Signed by John Lucas commissary of Pensions and authenticated by John avery Junior Secretary. and that consequently the 36 persons of whom you will at to find a life, and whose names are not mentioned in the said last return are not to be paid.
the inaccuracy which has taken place in the former returns sent to this office has occasioned this embarrassments, and you will find that upwards of sixty names are now inserted in the last return which were not included in the former.
With respect to noah Eaton his pension is to be paid on a certified copy of his certificate from the Secretary's office to his legal Attorney or Representative, Mr Elias Nye producing the certificate of said Eaton, is of itself no proof of the fact. Such transactions are always prejudicial to the unfortunate Invalids & ought to be discouraged as much as equity and justice will permit.
Your payments are now entirely to be governed agreeably to the return I now enclose to you.
If you should have made any payments to the persons excluded from this list you will please to transmit the names and the sums paid to each.
