Letter to the Secretary at
War 2nd April 1790.
Providence 2nd April 1790
I have been honored with your letter of the 11th Ulto enclosing a number of receipts of 11th June 1788 for my information on the Subject of the late Inspection of Invalids in this State, in reply to which it will be proper for me to inform you, the only object that I had in the appointment of the committee was to inspect such men as have been heretofore considered as Invalids, and who have not been before the Inspectors appointed by the Act of Congress of 1st June 1788, and the Committee have in consequence of their appointment examined only two Invalids which are all that will [undecipherable: apply], the others are Supposed to be dead — all new applications have been refused as the committee [strikethrough: deemed] deemed it would be improper to admit them untill there should be a special act of Congress to that purpose &
As to the propriety of the Invalids upon your army well pleased Sr Mr Hart Dexter and me of paying a single one who is not included in the Return to which I have your Warrant —
I have the honor to be with Esteem
your Most Obdt humble Servt
[Col. Knox Secry of War I take the liberty of Enclosing

P.S.
On the Subject of Invalids I beg leave to submit to your consideration, the expediency of a general Investigation of all the Invalids paid by the United States, as I am [undecipherable: persuaded] by one or two [undecipherable: instances] [undecipherable] that the present [undecipherable: Rolls] [undecipherable] are exceedingly imposed on in many Instances men, having attached to the [undecipherable] one of each [undecipherable] in the [undecipherable] as [undecipherable] have related to their [undecipherable: Services] and that many are considerably recovered and I am [undecipherable: sensible] from the [undecipherable] I have had [undecipherable] in their but very [undecipherable] [undecipherable] [undecipherable] I [undecipherable] to be convinced that the Invalids of the other States are not [undecipherable] as [undecipherable] [undecipherable]
