[March 1790 from Genl Knox] New York: March 1790 My D. Sir, Your favor of [undecipherable] November was duly received. The information you give respecting the amount of the responsibility is apparently satisfactory to me. But we want a clear statement substantiating upon oath to place upon Congress the main points of which to be. 1^st The amount of the responsibility. 2^d The greatest amount of the Collateral [undecipherable] received from Banks & company. 3^d [undecipherable] the amount of the sum now to be provided for. 4^th The transmission of General Greens guarantee bonds to [undecipherable] on Banks account, to bonds in the Generals own name — a clear well authenticated narrative of the transaction. 5^th A statement of the claims of Harris and Blackford. Besides these papers the affidavits of General Wayne and Judge [undecipherable] are essential as to the situation of the army, and the [undecipherable] the General was under to enter into these engagements with Banks & company. It would be important to add to these, authentic copies of General Greens letters and statements to the legislature of South Carolina — they I suppose may be obtained from the files of the assembly. We have received Colonel Carringtons statement, which is [undecipherable] to the point. Colonel Wadsworth has also [undecipherable] apparently, that Gen. Greene has no pecuniary concern with that company. The petition has been presented to the House of Representatives and Commit- a favorable Committee to whom strong appearances have been given of ample evidence being produced to support the facts Stated in the Petition. The main object of the Petition is that as the said debts were embarcked for the publick benefit, that the publick Should immediately assume the payment of them. I may be too sanguine, but I [undecipherable: probable reading "confess"] that if the evidence herein pointed out be procured that an assumption of the said debts need [undecipherable: probable reading "never"] take place — But it would be wishing every thing to request the Committee to make any judgement or report untill the last evidence the case will admit shall be brought forward.
