[To Doctr William Eustis 28 March 1790] [XXVI-7] New York 28^th March 1790 Dear Sir Our delegates have not yet brought forward the motions relative to a new inspection of the invalids. But I am informed they intend it — altho I am not acquainted with the precise object of [strikethrough: the motion] I [strikethrough: feel as much for the] It is apprehended. [strikethrough: invalids as any man, but] I am apprehensive that a new inspection from one end the Continent to the other will involve new principles, and issue in an additional expense far beyond the ability of the public — Besides it abuses and impositions will take place [strikethrough: notwithstanding the faith several objects of the real] that may be apprehended — from my [undecipherable] in the members of the I think it will be difficult to obtain a [strikethrough: new general] inspection — a partial one cannot be obtained The returns which have been forwarded to the War Office from the States respectively are the only guide [strikethrough: we have] for paying the pensions — It appears that some names have been omitted on the lists transmitted from Massachusetts I have written to [undecipherable] Deas and Gov Lincoln on this subject and suppose the [strikethrough: names omitted] will be immediately [strikethrough: forwarded] returned to this office as [undecipherable] necessarily [undecipherable] for payment I am my dear Sir Your [undecipherable] friend [Signature] Some names have also struck off the list for refusing to do garrison duty — but by a process of the Governor and Council it seems they have been reinstated — This opinion of the Governor & Council has been adopted by the President of the US and I therefore spread my warrant [undecipherable] transmit for their payment
