The Secretary at War in his Letter of the 17 October last, informs me that by an arrangement made with the Secy of the Treasury the arrearages that are and will be due on the 31 December [strikethrough: next] 1789, to the Troops in the Service of the United States, are to be paid in three Installments the first of which, amounting to the Sum of 41,052 dols & 74 Cents is to take place on the 1st April 1790.
