The Secretary at War in his letter of the 17 October last informs me that "by an arrangement made with the Secy. of the Treasury the arrearages that are and will be due on the 31 December [strikethrough: next tary] next to the Troops in the service of the United States are to be paid in Three Installments the first of which, amounting to the sum of 41,692 dol. & 74 Cents is to take place on the 1 April 1790."
