Sir
Agreeably [strikethrough: undecipherable] to your Request of this day, I have
to inform you that the Claim of Colo Samuel Carlton for his
sum of 720 7/8 dolls is founded on that sum being due him for
balance of his pay & for on Year supernumary pay as a
deranged Officer. This sum was rec'd from the Military Chest
as early as 1779 and on the 26 [undecipherable: Aug?] following was returned to the
paymaster General by Ebenezer Storm paymaster [undecipherable]
on the Settlement of his Accounts with the Auditor of the
Eastern department - it was the misfortune of Colo Carlton
that he was not present when this Money was drawn for him
for [undecipherable] as it was reduced in Value one hundred p Cent [undecipherable]
the time it came from the Military Chest to the day it was
returned - As the United States do not suffer the loss of the
depreciation of the money while in the hands of the [undecipherable: prob. Wagonmaster]
no Relief can be given Colo Carlton without the interposition
[undecipherable] of Congress as prayed for - but if granted it
will open a door for Numerous claims of a Similar nature
If Colonel Carlton had [undecipherable: preserved?] the [undecipherable: Orders?]
of [undecipherable: General Schuyler?] & Genl Ward and the Vouchers for
his expenses to the Province of Main &c. accompany'd
by the order of General Schuyler & Genl Ward.
[I] conceive [that] nothing further would have been required, but

what purpose he was Sent on this Errand or whither the
expenses were incurred for public [undecipherable: service?] -
The Act of Congress of the 14 October 1776
precludes him from any allowance for [undecipherable] for
[undecipherable: Armes?] and I do not know of any Act that
will justify an allowance for his Stores &c.
