War Office March 17th. 1790
Sir
Having submitted to the President of the United States the case of certain Invalids who were struck off the list in Massachusetts by Mr. Lucas for refusing to do duty as Soldiers at the Castle, and also the proceedings of the Governor & Council of Massachusetts thereon, of the 22d. of February 1790, he has directed that the said Invalids should be replaced accordingly. In pursuance of which I now transmit my Warrant for the payment, and I shall this day inform the Secretary of the Treasury and request him to furnish you with the sum required.
But Daniel Jennings whose name is among the Persons so referred to their pension is not contained in any return on this office, nor is the name of Capt. White of Haven's Regiment.
The returns of the names of the Invalids who have been received at this office, have been carefully copied, and transmitted to you. If there are any further omissions I shall be sorry for the same, but they do not arise from this office. I have written to Mr. Lucas, to examine the returns which I transmitted to you, & if there be any omissions, that he would make a return of them to me, on which I will issue my warrant on you accordingly. In cases where an invalid may have lost his original certificate, an authenticated Copy thereof from the Secretary's office where it is presumed Mr. Lucas, may be, or appears ought to be lodged, will be a sufficient voucher whereon to make payment provided the said Invalid's name shall be in my warrant on you.
I am extremely solicitous that the business of the Invalids should be conducted with the utmost regularity & therefore I find it absolutely necessary to register all the names in this office, previously to issuing my Warrants for the payment.
