The Commissioner of Army Accounts to whom was referred by the Secretary of War the Memorial of John [undecipherable] [undecipherable] begs leave to report
That on the [undecipherable] July 1780 the Memorialist presented the hands of Captain [undecipherable] Belfield Paymaster to his Regiment the Sum of one hundred and fifty thousand dollars, for which the said Belfield gave his Receipt, purporting to have been received for the use of the Regiment and to be applied as the Colonel might please to direct.
That on the [undecipherable] [undecipherable] 1781, Capt. Belfield certified that the aforesaid sum paid into his hands by the Memorialist was applied to the use of the Regiment and accounted for by him to some officers in the Staff departments and that no part of it was applied to the use of the Memorialist or any other private purpose whatever.

That the Commissioner has in his possession a Statement of the Accounts of the Memorialist made by the late Commissioner of Army Accounts which Statement includes a Credit for the Sum he now prays for and even with that allowance there still appears a large Sum in the Old [Office] of Continental Currency to be accounted for with the United States and with the State of Virginia —
From these the Commissioner is induced to Conclude That Col. [undecipherable] has at present no equitable Claim to the allowance petitioned for. But should [undecipherable] remain in Suspense until the several Sums chargeable to him are properly stated and the accounts of expenditure satisfactorily made —
It appears That the Regiment has been settled with by the State of Virginia as to the 31st Dec. 1781 and by the United States from that period to the dates of their respective Discharges
There it appears by the Records of this Office that [undecipherable] Belfield received in 1781 of the United States [undecipherable] of 100,000 [undecipherable] for the use of [undecipherable] Regiment, [which] it is [undecipherable] has been credited the United States in Settlement of the accounts of depreciation of the Officers [and] Men by the State of Virginia —
That the Regiment has been paid their pay in [undecipherable] [manner], [undecipherable] settled with for them by the State of Virginia to the 31st of December 1781 and by the United States from that period to their respective discharges.
