On referring to the accounts settled by the late Auditor of the Army, it appears, that on the 10th May 1779, that Captain John Mills of Col. Charles Webb's Regt settled his account for Recruiting and received the sum of 2084 75/90 dollars being the balance found due on this account. Captain Mills has charged for 81 Men, seventy five of which he has Qualified as having paid the bounty of twenty dollars each, which has been admitted as also as the enlisting 79 Men — [undecipherable] of the Pay Table [undecipherable]

Capt Mills in his petition sets forth that the [State] only allowed to his credit, the bounty for Sixty two Men and from [undecipherable] for the further allowance of [undecipherable] the bounty of £10. each for [undecipherable] Men — being a stranger to the transactions of the State with their Officers I had recourse to Oliver Wolcott Esq. late Comptroller of the [State of Connecticut] for information on this subject — he informs me that Captain Mills [undecipherable] from the State for [undecipherable] to pay the Continental bounties had received a sum of Money from [undecipherable] Security — that Col[.] the Continental [undecipherable] and on [undecipherable] with [undecipherable], the [undecipherable] or Capt. Mills [undecipherable] the bounty of the Pay Table Webb [undecipherable] in debt [undecipherable] [undecipherable] it appears [that] Capt. Mills fell in debt to the Bounties [undecipherable] for which [undecipherable] was [undecipherable] to [undecipherable] amount [undecipherable] by the [undecipherable] of the Pay

The Petitioner in his account with the United States credits Col. Webb in the Sum of 611 75/90 dols. [strikethrough: undecipherable] but [undecipherable] [undecipherable] to [undecipherable] received the Sum of £370. [undecipherable] 1233 90/90 dols. which leaves the Sum of 621 75/90 dols.
[undecipherable] Col. Webb from this [undecipherable] [undecipherable] the Same to his [undecipherable] and debited it to Capt. Mills on the Settlement [undecipherable] made by him for the State Bounties as appears by his account on file with the accounts of the State of Connecticut.
I am fully of opinion that the Petitioner has no claim either on the State or the United States, for it appears in his accounts with the United States that seventy five bounties of 20 dollars each, amounting to 1500 dols. has been allowed him and that he only credits this Sum received on [undecipherable] of those bounties. the 91 75/90 dols. [undecipherable] difference is nearly 600 dollars. The Sum he was in arrear to Col. Webb. this circumstance induces me to believe that Capt. Mills appropriated the Monies rec'd for the State Bounties to the paying of the Continental bounties. if Captain Mills had credited the whole of the
Monies Rec'd. by him for the Continental Bounties he then would claim for the State Bounties would have been proper but as this has not been done, it is evident to me but [undecipherable] he has Rec'd. the Same from the [State?] —
The interference of Congress I conceive is unnecessary as the transaction lies with the State —
