Secretary at War New York] My dear Sir, Richmond March 2. 1790 [Carrington] A few days [undecipherable] came to the post Office & found [undecipherable] of the [undecipherable] you must before then have [received—] [undecipherable: none] of [undecipherable: a] date early in February enclosing my affidavit upon the [undecipherable: circumstances] of Banks's contract to feed the [undecipherable: Southern] [undecipherable: Army]. Since that I have been to the country where I have overhauled the papers of that date. [undecipherable: From] them and from the [undecipherable: statement] of Gen[.] Greene about [which] you enclosed me I have been enabled to [undecipherable] considerably in my recollection. you will now receive a more full affidavit upon the subject — you will if you please withdraw the [undecipherable: old] one if it is yet rendered to [undecipherable: Congress], and [undecipherable: substitute] this in its place. I have not been able to find a [undecipherable] paper in which the [undecipherable] of Gen Wayne & myself into the circumstances of a [undecipherable] [undecipherable: transaction] of Gen[.] Greene with Banks [undecipherable] was published. [undecipherable: I am] however pretty well recollected [to] the thing and send you an [undecipherable: additional] affidavit [undecipherable] it. Present me to M^rs. Greene and [undecipherable: assure] her that I with all my Heart wish her [undecipherable: success] in the [undecipherable: application] to Congress, being [undecipherable: assured] that her request is [undecipherable: founded] in the highest [undecipherable: justice] [undecipherable] also to M^r.
