[undecipherable] [Copy to [undecipherable] Febr 25 1790 Entd] Office of Army Accounts New York 25 Feb^y 1790 Sir— Agreeably to your request I do myself have the honor to inform you that, the States [strikethrough: have paid their quotas] of the debt of the late army in the following manner Viz: — New York [&] Connecticut [&] New Hampshire to the 1 Jan 1782 Massachusetts to 1 Jan 1781 — New Jersey, Penn^a Delaware & Maryland to the 1 Aug 1780 — Georgia had assumed the pay of [strikethrough: the line] to the end of the War — but on a revision of the acts of that State by the late Comm^rs he issued his Certificates [strikethrough: or their balances due] but whether individually to the officers [strikethrough: & soldiers] or to the State only — is uncertain — the Latter however is most probable for had the former been the case, the State Certificates would have been taken in by the Commissioner & would appear on file in this Office — I am &c [undecipherable] Comm^t
