I do myself the Honor to enclose you my Report on the Petition of Captain John D. Woelpper. I [strikethrough: beg him further] beg leave to inform [you] that I am [strikethrough: of opinion with his accounts from undecipherable Auditor of fair Accounts I am fully of opinion that he has] received more than was actually due —
were his accounts to be revised I am fully of opinion that he would have to refund, [strikethrough: be paid if] not all the Monies he has Received on the Settlement made by Mr Jackson one of the late Auditors of the Army — for it appears [strikethrough: by from his own evidence] [strikethrough: on file with his accounts] — [strikethrough: more] [strikethrough: that more money has been] received by him for Bounties &c than has been [undecipherable] —
