The first of March next being the time fixed for the first payment of the invalids of the different States, and as no returns have ever yet been received from the State of Rhode Island, I Request your Excellency that they be forwarded forthwith to this office. They being absolutely necessary in order to perform the amounts to be arranged by the Secretary of the Treasury with the persons appointed to pay the several pensions in the respective States —
