I do myself the Honor to enclose you my Report on the Petition of Captain John [D.] Woelpper — I beg leave to inform you that I am [strikethrough: of opinion with his accounts from] [strikethrough: of fair Accounts I am fully of opinion that he has been] Received more than was actually due
