...notable. Mr Goodhue having laid before me your Claim for Subsistence while a Prisoner accompanied by a further claim for one Years pay allowed to Officers who were considered as Supernumerary. I have formed a Statement of the first which [strikethrough: I send you to] at the request of Mr Goodhue I enclose you, on this Statement I have taken into View the whole of the Monies paid you by the United States as well as those by the State of Massachusetts this I was under the necessity of doing as I found the State had calculated your pay on wrong principles — a balance on this account appears still due you & for which I am ready to issue a Certificate —
Your claim for one Years pay allowed to Supernumerary Officers I do not consider myself justifiable in admitting for the following Reasons Viz:
1st Colo Hutchinson Regt appears to have been raised only for one Years Service ending on or about the [undecipherable] [undecipherable]
2d On the Establishment of the New Army by Congress in the [undecipherable] day [undecipherable] 1775 this Regiment was not considered, neither does it appear that Colo Hutchinson was ever Reappointed to the command of a Continental Regiment
3d The Act of Congress of the 22 Novemr 78 and the subsequent Act does not in my opinion apply to Officers who did not belong to a [undecipherable] [undecipherable] Regt
