After expressing the just Sense of Obligation a old command your Goodness has laid me under, I must beg your Excuse while I ask the further favour of you in presenting the inclosed.
His Object is to Sollicit the Attention of his Excellency to my favour, should, when Appointments are to be made for collecting the Duties of Excise on Beer & Cyder & Assuming the State Debts, first establish such an Establishment in
Formation of such an Application may seem, yet having already Stated my great Sufferings & miscarriages for my Exertions & Advances for the General Good at the Commencement & thro the Progress of the late War, his Excellency will only have to consider, in Case such Appointments Should be necessary, my Claim & Qualification for it on Comparing them with the those of others who determine for or against me and I being happy should I be so fortunate, freely should I succeed — but Should not do myself or them Justice did I not plead the earliest Application, if your favourable Mention of me will confer the greatest Obligations.
