My Dear General Will you pardon the liberty which I've taken in enclosing a letter for the President to your care, and will you also permit me to ask you to peruse it, and if the application be proper, to have it Sealed and delivered? I think there is great probability that this State will soon be brought to their Sight, and become a member of the Federal Body. I therefore thought best to be early in my Application. I will thank you for your advice in this business, and be ever grateful for the least Service you can find freedom to render me On the Occasion.
