Being at a loss to whom it is proper I should address the inclosed memorial which I have lately received from a French Gentleman now at Guadaloupe, in order to receive & be able to transmit him a proper & official answer, give me leave to beg the favor of your advice as President of the order of Cincinnati for this State.
