Dear Sir I wrote you the 2d & 30 Ulti: and enclosed a return of the artillery of Maryland as required by you —
Your letters of the 2d Ulti: & 2 Inst are now before me, the British packet has not yet sailed, therefore your letters are still with me — If, by the papers a vessel advertised to sail for London in the course of a week or two — if this one sails previous to the packet I conceive I shall comply with your wishes in forwarding them by her —
On examining the Books of the Office I find Capt: Carlisle his letter for his pay to the 1 Jany 1789 and has not noticed the monies received of the State of Maryland — his pay for the year 1783 and his commutation (if he continued to the end of the war) appears still due him, as it does not appear to have been received by him or the Agent of the regiment, however I do not think myself justifiable in issuing the certificates without some Vouchers — I therefore wish you to inform from that it is necessary to send on an account against the United States for his services & I wish it to be qualified as it appears mysterious to me that Capt Carlisle should make
