I now enclose you a Statement of your account particularly respecting the amount expended by you on Vouchers & the amount charged by you for which no receipts or Bills appear. I find receipts for two Bona fide amounting to 620 dollars which is not included in your account against the U. States — under a supposition that they were for the use of the legion I have admitted them to your credit; you will please to inform me whether they were appropriated to promote a public use — if the latter the account will Stand as is now drawn, but if [strikethrough: the] former, to be deducted — it will be necessary that you qualify to the account expressing that the whole was Bona fide expended for public use & that the monies credited were the whole received by you for on account of that command — You will observe a note made by the Clerk who stated the account respecting the New Emission the you will please to reply to — a certificate for the balance will be delivered to your order yours &^c J Howell &^c
