Your letter bearing no date was a few days since received — the money advanced Capt Thacher being entirely a State charge, it lies in the breast of the Comptroller of that State to admit or reject the evidence produced by Captain Thacher, and no officer under the United States can possibly have a controul over his opinion while acting under the authority of the State it would therefore be highly improper for me to interfere in the buisiness of Mr Wolcott or to give any directions in the buisiness now depending — To afsist Capt Thacher as far as it lays in my power, I have had a strict examination into into the papers of this office, but without the desired effect. I then next turned my attention to the papers of the late Mr Trumbull and found a muster & Recruiting Roll of Colt Swifts regiment — a copy of which I now inclose — by a certificate from Colt Swift adjoined to this I tell you will find that on the 28 of Sept 1776 Captain Thacher had 2 Lieut 1 Ensn 4 Sergt 16 Corpl 2 Drums & Fifes 51 rank & file — it being the duty of the Colonel to enquire of each man if he had received the bounty & wages allowed & no complaints as far as has come to our knowledge being man of a non compliance on the part of Capt Thacher it may be presumed that those men received their full bounty & supposing this to be the case Capt Thackers account with the State (according to the Comptrollers estimate) would stand thus each man equipped himself with Arms &c.
