Annapolis 12 Nov.^r 1788 Dear Sir Having occasion to make out a list of Soldiers who are entitled to a bounty of land due from this State, and not being possessed of a list of the Maryland Artillery men who received final Settlements, I have to request that you will please to furnish me with the names, the time paid for, & sums received in certificates of M.^r John White by the men of the Artillery companies belonging to the State of Maryland As I expect to be called upon for a return immediately, I request you will please to forward the above as soon as possible — with great regard I am Sir &c. Gen.^l S.^t Maryland — Joseph Howell esq.^re --- Office of Army Accounts New York Nov.^r 28. 1788 — Sir Your letter of the 12 Ins.^t was not received untill this morning which will account for any delay on my part in not complying with your request sooner. — As you expect to be early called on for a return of the Artillery men of your State entitled to lands, I have only sketched out (for the present purpose) those non Commissioned & privates who have received the gratuity of 80 doll.^s pursuant to the act of Congress of the 15 May 1778 and which has been allowed by M.^r White on Settlement — the same men have been returned by me to the Secretary at War for the proportion of lands allowed by the Ustates in pursuance of the Act of Congress of the 16 Sept.^r 1776 — As you have not required the names of the Officers of this Corps I presume it is unnecessary to return them Being exceeding busy & not having assistance sufficient I am under the necessity of referring you to the Registers of certificates in the hands of Thomas Harwood esq.^re Commiss.^r of the Loan Office; your turning to the numbers following will give you the certificate issued, the amount & time of Service required J. Skerrett --- Office of Army Accounts New York Dec.^r 8. 1788 — Sir In answer to your letter of the 4 In.^st I have to inform you that there is not a sufficient number of members to form a Congress & probably there will not be untill the new Government shall be in operation, I have done as much as lays in my power to the Settlement of your late fathers accounts and lament that his inattention to his own interest as well as the Public should be a disadvantage to you. — it is a great misfortune that receipts have not been taken from the officers, as those who are still alive may have it in their power to deny the charge, and the heirs of those who are dead, for the same reason cannot be called on to a settlement. — the accounts being referred to the Board of Treasury cannot be further acted on by me unless by their order or that of Congress — I flatter myself no other officer will have it in his power to lay a similar claim with that of Col.^o Williams, but if it should be the case, I will with pleasure give you every assistance consistant with my official capacity — J.
