Allen for Repairing &c. has been Replaced, Except the Musket Cartridges which Remain yet to be accounted for. The Arms &c. Shall be Shiped by the Next Packet agreeable to your orders when at Providence — Capt. Brown has a full freight or Should have Sent them by him. — This State have again Refused to appoint a convention for Considering the New Constitution in the legal mode the Question was put on Saturday last in the [undecipherable: probable reading "House"] of Deputies for a convention, when after much Debate it was Negatived by a Majority of three to one — after which (Mr. Hazzard an Implacable & potent Enemy to the New System & the Leading Character in all the Vile Politicks Carrying on in this [underline: Devoted] State) brought forward a motion for Distributing Copies of the Circular Letter from the New York [undecipherable: probable reading "Convention"] throughout this State — & Submitting to the People at large the Propriety of Choosing Delegates to meet a proposed [undecipherable: probable reading "Convention"] for Considering [undecipherable: probable reading "amendments"] agreeable to the [undecipherable: probable reading "Recommendation"] of the above Circular Letter — which being just after [undecipherable: probable reading "Considerably"] Debated its obtaining three to one infavor of the Motion — The Minority both in and out of the House took unwearied pains (during the Session) to obtain a convention for Considering the New System in a constitutional way — but No Reason & Argument avails nothing with these Vile Opposers to order & good Government — Hazzard having done all the Mischief here in his Power for the Present — is ordered forward to take a Seat in Congress, with a Col^d. John Gardner who is Intirely under the power & Influence of Mr. Hazzards [underline: cursed] Politicks — we have the consolation that there is but very few Antis in Congress So that he cannot Possibly Carry any point in that Honorable body — I have the Honor to be with great Esteem...
