I have the Honor to acquaint you the person referred out by Atty. Allen for Copying go. has been Aplaced, Except the Musket Cartridges which Remain yet to be accounted for. The Cartridges Shall be Shiped by the next Packet agreeable to your order when at Providence. Capt Brown has a few tonight or Shall have had them by him.
This State have again Refused to appoint a Convention for Considering the New Constitution; in the legal move the Question was put on Saturday last on the [undecipherable] of Delegates for a Convention, when after much Debate it was negatived by a Majority of three to one — after which (Mr Hazard are Implaceable & potent Enemy to the New System & his Decking themselves in all the Vile Politic Campaigns in this Devoted State) brought forward a motion for Printing Copies of the Circular Letter from the New York Convention throughout this State — & Submitting to [undecipherable] the People at large the Propriety of Signing Delegates to meet a proposed Convention for Considering [undecipherable] agreeable to the [undecipherable] of the afore [undecipherable] Letter — which being part after [undecipherable] Debate by allowing three to one in favor of the Motion —
