Your note of the 3d Instt covering a memorandum from Major Dunlaps were received this Morning.
I have now before me the account of Capt Abraham Smith as Settled by the commissioners of the Treasury in May 1777 — wherein it appears that the several sums of money received by Capt Smith for the pay and recruiting of the old 6 regiment are accounted for: it appears by this account that the Regiment was fully Settled with for their pay to the 1 Jany 1777 & that the 2000 dollars recd by Capt Smith in Philadela was in part pay for the month of Jany. which sum he distributed to the several Captains, no part of this sum appears to have been for Major Dunlaps altho' he appears to have been in the estimate for pay to the 1 Jany by the account as it now stands was paid to that time tho' no receipts appears either from him or from the other officers — I suppose the commissioners were Satisfied at the time, that the charges were proper. — To investigate the whole of this transaction would take some days, I have therefore given you the heads which perhaps may answer my purpose — the residue of pay appearing due Major Dunlaps I am willing to admit provided he made the claim before on or before the 1 Augt 1785 — the post being nearly ready will prevent my enlarging on this Subject.
