Dr Sir,
I have begun the examination of the depreciation accounts of the State of Connecticut, and find them as correct as I expected. Smith those of the other States may be found not less so.—
I find on examination of the accounts of the first regiment, that the scale by which you have estimated the mean value of continental money paid to the Troops so nearly corresponds with the scale of Congress that the difference is but trifling. I shall therefore be guided by the one adopted by you.
How far, in justice the State has a right to charge the depreciation, which she has made good to those of her troops that left Service prior to the 10th of April 1780, I do not pretend to determine— The resolution of Congress of that date must however, be my governing principle throughout the whole business.— It will therefore be necessary for me to make the distinction in the course of my examination, for I find that a very considerable part of the Charge exhibited by Connecticut, is for settlements made with such of her troops as are not comprehended within the before mentioned act of Congress.— In this case I shall separate the charge, and take the amount of what has been paid by the State to her troops who continued in service untill after the 10 Aprl 1780, as also of what she has paid to those who left service prior to that period and lay the same before
