Sir
Your letter of the 24th inst is now before me in order to convince you that I have no interest (further than the duty I owe the United States) in retaining stoppages made from you untile your accounts with the United are finally closed. I have taken the trouble to copy the accounts as stated by you with Colonel Wood and have also copied the receipts given by you for monies received of him for the Recruiting Service all of which you will find enclosed. — The monies you have received of Colo Wood amount, as by the enclosed copies of receipts to 770 dollars. in your accounts with him I find only the sum of 400 dollrs Credited — the amount of your last account against him dated April 23d 77 is 333.44d this leaves to your debit 46 dollars exclusive of the difference between the total received & that which is Credited — the Stoppages of 200 dollars made from you will not even the balance that appears due the United States by 222 dollars. I therefore flatter myself you will see the propriety of my conduct in not complying with your request in issuing a Certificate for the sum retained. & I also expect you will see the necessity of closing this account; which if not done, I am directed to return your name to the Secretary at War as a debtor to the United States, who will in consequence of Directions from Congress retain your warrant for lands. —
