Franciss Minnis does not appear to have had any Settlement for his pay & Commutation on the arrangement of the Virginia line in 1782. on file in the War Office, he is among the number of those officers who were Superseded on the 15 May 1782 in consequence of a non compliance with certain resolutions entered into by a Board of Officers.
I have no objection to the granting the Commutation and the pay to the time of his being Superseded, but I conceive myself not authorised to extend it further —
