The enclosed papers not being admissible as Vouchers in the settlement of your Accounts I take the liberty to return them with such remarks as I conceive are necessary.
I have delivered Colonel Carrington a copy of your Specie account for pay, as filed at this office which I expect he will forward to you— this account will explain to you the difference of Certificates Specie, and of what appeared due on the statement formed by Mr Duncombe—
On the settlement of your old emission of $ I brought the recruiting accounts monies advanced to sundry [undecipherable] into one view, and reduced the balance to a Specie value, which you will find to your credit in the amount trans=mitted in this account I admitted all your charges (some of which are not strictly regular) except those now returning the balance of the old emission account is 600 dollars—
