Description

Turner served during the entire Revolutionary War, beginning with the Battle of Bunker Hill, as a physician and surgeon yet has not received the benefits due him. He was forced to resign by Congress even though he had a right to retire with all the approriate emoluments. He petitions Howell to rectify the wrong that has been done him.
